I.R.S. spends $12 million for non-compatible email upgrade

In 2014, the I.R.S.’ email systems needed operational upgrades. Official dispatches were not automatically archived, there were systems failures, and increased workloads. The agency spent $12 million for software upgrades instead of new systems implementations. As a result, the new software upgrades and patches were completely incompatible and unusable with existing systems.
