From 1997 to 2004, the Department of Defense spent over $100 million on airplane tickets that were never used. Between 2001 and 2002, over 58,000 airplane tickets were bought and unused. These trips were canceled, changed, or partially realized, although no official explanation was offered. Stunningly, the tickets were probably refundable as well.
